Interesting Chart

Here's a chart that I put together after seeing some interesting numbers provided by CQ.com ($). Below are the total number of laws passed by Congress in each of the last 10 years. Notice any pattern? There is an explicit up-down-up-down relationship from year to year. Also notice that the "up" years are election years and the "down" years are not. Also notice that the highest number on the chart (410) was also the year of a hotly-contested presidential election (2000). This lends support to the idea that lawmakers believe they need to pass more laws in order to secure re-election. Not very heartwarming, is it?
