Play Sudoku or Save Lives?

Witness the idiocy of socialized medicine. It seems that hospitals in Great Britain are getting penalized for treating patients too quickly. They are now imposing minimum waiting times. This is, of course, after the government had been seeking to cut waiting times. What's the effect? Excerpt:

Doctors are also resigning. One gynaecologist [sic] said that he spent more time doing sudoku puzzles than treating patients because of the measures.
