Top Ten Worst Tax Votes

Ryan Ellis over at Americans for Tax Reform has produced a 2007 top ten list (PDF) of the Senate's worst tax votes. I decided to go a step further by calculating a scorecard for all 10 votes. Thirty-one senators received a 100% pro-growth score, while 38 senators received an 0% anti-growth rating. The remaining 29 senators had scores in between.

The worst vote? It was an amendment offered by self-avowed socialist Sen. Bernie Sanders that would immediately return the top marginal income tax rate back up to the pre-Bush level of 39.6%. Luckily the amendment failed.

This scorecard lists a senator's overall score along with his or her position on all ten votes. A "+" indicates a pro-growth vote. Conversely, a "-" indicates an anti-growth vote. A "X" means the senator did not vote. If a vote is wrapped in parentheses, it means the senator did not vote, but would have voted as indicated. At the top of each vote column are the respective roll call numbers. Clicking on that number will take you to the Senate website where more details can be found on the votes.

Senator Craig Thomas of Wyoming, who passed away earlier this year, along with his successor, Senator John Barrasso, were not included. Senator Tim Johnson, who has been sidelined all year for medical reasons, was not included either.
