Key Vote Alert – “NO” ON HOUSE AMENDMENT TO THE SENATE AMENDMENT TO H.R.3055, THE 4-WEEK CONTINUING RESOLUTION

Club for Growth opposes the House Amendment to the Senate Amendment to H.R. 3055, the 4-week Continuing Resolution and urges all Representatives and Senators to vote no. The legislation is expected to be considered soon in the House of Representatives and Senate.  The results of the vote will be included in the Club for Growth Foundation’s 2019 Congressional Scorecard.

The 4-week CR extends discretionary spending levels through December 20, 2019. Additionally, the CR includes many anomalies that extend the authorizations of several federal programs including the National Flood Insurance Program (NFIP), the Export-Import Bank (Ex-Im), and the Temporary Assistants for Needy Families (TANF). The bill also waives statutory Pay-As-You-Go (PAYGO). Congress has again irresponsibly neglected to send any appropriations bill to the President for signature, and they have been unable to complete meaningful reforms on expiring federal programs.

This is further evidence that shows Congress is unable to get anything done while they pursue impeachment articles against President Trump. Instead, Congressional Leadership and Appropriators are governing via crisis and cornering Members of Congress into supporting take-it-or-shut-down-the-government legislation.

Members of Congress should firmly reject this sort of short-sighted and cowardly legislating.

The Appropriations process in Washington is broken and the annual deficit exceeds a trillion dollars. Despite agreeing to the budget-busting Bipartisan Budget Act in July, Members of Congress want even more spending. This CR only accommodates that vision by backing Members of Congress up against a deadline that is certain to force Senators and Representatives into supporting a last-minute deal before Christmas.

The American taxpayer expects better from Congress. And Members of Congress should not be fooled into thinking anything that is going on this week is normal, despite the repeated instances when Congress has recklessly done exactly what they’re doing by pushing everything to the end of the year.
