Key Vote Alert – House – “YES” on H.R. 4 – the Rescissions Act of 2025

The Club for Growth urges all Representatives to vote YES on the H.R. 4, the Rescissions  Act of 2025. The results of this vote will be included in the Club for Growth Foundation’s 2025 congressional scorecard.

The Impoundment Control Act of 1974 gives the President authority to propose the cancellation of budget authority—commonly referred to as rescissions—which must be approved by Congress within 45 days. Unfortunately, and unsurprisingly, only one rescission package has ever been enacted. Conservatives now have the opportunity to change that with the rescissions package currently before the House, which would eliminate $9.37 billion in budget authority.

Our national debt stands at nearly $37 trillion, and troubling signs are emerging that bond markets no longer believe America will get its fiscal house in order. The yield on 30-year Treasuries recently broke 5 percent, and the latest 20-year Treasury auction saw significantly reduced demand, with a notably low bid-to-cover ratio and yields pushed above 5 percent. Moody’s recently became the latest credit agency to downgrade the U.S. credit rating, and the dollar is now at its lowest level in three years. The message from the markets could not be clearer: Congress must cut spending—and cut it now.

While there is still a long road ahead to restoring fiscal sanity, this rescissions package offers Congress a chance to show the American people it is serious about cutting wasteful spending. This is a necessary step forward and Club for Growth encourages all Members of Congress to vote YES.
