Key Vote Alert – Senate – “YES” on Senator Rick Scott’s Amendment to H.R. 1 on FMAP
The Club for Growth urges all Senators to vote YES on the Senator Rick Scott amendment (cosponsored by at least Senators Crapo, Johnson, Lee, and Lummis) to H.R. 1 – the One Big Beautiful Bill Act related to the Federal Medical Assistance Percentage (FMAP). The results of this vote will be included in the Club for Growth Foundation’s 2025 congressional scorecard.
This amendment will protect the truly vulnerable population Medicaid intends to serve from the Obamacare Medicaid Expansion encroachment in states like Kentucky, Missouri, Alaska, North Carolina, and Maine, and 30 other states that expanded Medicaid under Obamacare. Under this amendment, in 2031, the Obamacare Medicaid Expansion population is equalized to the original Medicaid program by ensuring States’ new enrollees are reimbursed at the State’s traditional FMAP. Grandfathered Obamacaid enrollees still receive the 90% FMAP unless they disenroll for more than 1 month.
Senators should ask: Why are Obamacaid Medicaid expansion enrollees reimbursed at a higher percentage than the traditional Medicaid population? It’s time to adopt the Rick Scott amendment to equalize Obamacaid with the traditional Medicaid program.
