Key Vote Alert – SENATE – “YES” – SUPPORT FOR TALKING FILIBUSTER TO PASS THE SAVE AMERICA ACT

The Club for Growth urges all U.S. Senators to SUPPORT the talking filibuster to PASS the SAVE America Act. The results of this position will be publicly monitored by a new website PassSAVEAmericaAct.com and will be included in the Club for Growth Foundation’s 2026 congressional scorecard.

The Talking Filibuster has always been a mechanism for the United States Senate to end debate. Additionally, in 1917, Paragraph 2 of Senate Rule XXII, known as the cloture rule, was adopted by requiring a super majority to end debate. According to CRS, cloture in its current form was adopted in 1986 and requires a cloture motion to be signed by 16 Senators and presented on the Senate floor. The cloture requirement allows three-fifths (without vacancies) to end debate (67 for changes to the standing rules of the Senate). Some opponents of the talking filibuster argue the tactic is nuking the legislative filibuster. This is not true. The cloture rule is not changed by employing the talking filibuster. The talking filibuster has always been an option to end debate in the Senate, however, the cloture rule has been commonly used in order to accommodate consent agreements and failure theatre.

The SAVE America Act requires proof of United States citizenship to vote in federal elections. It also provides Voter ID. These commonsense reforms to enhance election integrity are overwhelmingly supported by a Super Majority of American citizens from all walks of life. Given the American Peoples’ concern for election integrity in recent national elections – there is no bigger legislative priority.

Subsequently, Club for Growth opposes the Senate moving to any other legislative item prior to passage of the SAVE America Act. While the leadership’s strategy for consideration of this important legislation is murky at best, Club for Growth reserves the right to oppose a failed cloture vote and may include a show vote on the Congressional Scorecard as a “NO” vote position for key voting purposes. Nonetheless, if a cloture vote is successful, the scorecard will revert to a YES position. Finally, if the talking filibuster is successful with passage of the SAVE America Act, the key vote will be YES on final passage.

The new website – PassSAVEAmericaAct.com includes the current publicly known positions of all U.S. Senators on the talking filibuster, co-sponsorship of the SAVE America Act, and additional information to educate the American People on the public positions of all U.S. Senators.
