“NO” on H.R. 4378, Continuing Resolution

Club for Growth opposes the Continuing Appropriations Act, 2020, and Health Extenders Act of 2019 and urges all Representatives and Senators to vote NO on the bill.  A vote on the bill is expected soon in both chambers of Congress.  The results of the vote will be included in the Club for Growth Foundation’s 2019 Congressional Scorecard.

The Continuing Appropriations Act, 2020, and Health Extenders Act of 2019 increasing federal spending above current levels and would fund government through November 21, 2019. The CR also includes continued authority for controversial government programs including the Export-Import Bank, the National Flood Insurance Program, TANF and higher education programs and so-called Health Extenders. The legislation also waives Statutory PAYGO, which only further punts fiscal discipline to the side in favor of increased federal spending. This is unacceptable as Congress incurs a deficit of over $1 trillion.

Too often, Congress considers legislation packaged together in order to stifle debate, prevent amendments, and jam reauthorizations of controversial federal programs – all in the name of avoiding a partial government shutdown. In this instance, the legislation will be considered well in advance of the September 30th deadline. Members of Congress should firmly reject this sort of legislating.
